Senior Systems Analyst

The Senior Systems Analyst shall provide direct support to the DCGS GFT (Distributed Common Ground/Surface System GEOINT Functional Team) driving implementation of the Under-Secretary of Defense for Intelligence (USDI) objectives for a multi-national info sharing environment, and serving as an enabler for NGA (serving as USDI Executive Agency) leading planning and execution of the annual premier IC/DoD Joint Services and Allied ISR Interoperability Exercise Enterprise Challenge (EC). The Senior Systems Analyst will conduct RDT&E integration and interoperability assessment activities for GEOINT support to the Defense Intelligence Information Environment (DI2E), and lead interoperability testing throughout the year. The Senior Systems Analyst will work with programs to introduce emerging concepts and operational art-of-the-possible activities leading to new and enhanced CONOPS development, operational mission innovation, and research/coordination/tracking of ISR platforms, related sensor data, technical capabilities operational demonstration and test objective threads. The Senior Systems Analyst will facilitate GEOINT info-sharing services support for joint military services and international partners, and directly contributes to improved coordination, information-sharing, and interoperability between DoD and IC DCGS and ISR activities in accordance with the DCGS GEOINT Functional Team (GFT) Work Plan. The program authors reports, documenting factual results, observations, lessons learned, and the recommended way-ahead for the Defense Intelligence Information Enterprise (DI2E) interoperability and data sharing goals, with and between the U.S. and Partners.

• Analyzes user needs to develop IT solutions, designing, implementing processes, new and customized capabilities and services for client use, applying system management processes, engineering analysis, and appropriate IT implementation processes and methods.
• Pursues efficiency and affordability, providing visibility to capabilities and solutions leveraged in new and different ways.
• Maintains awareness of technology trends in IT. Develop/maintain awareness of on-going IT projects and info-sharing requirements.
• Assesses current and future technology, and ensure the TDP Enterprise Interoperability Project leverages innovative tradecraft and best practices, and captures lessons learned.
• Coordinates and building relationships with members of the national and international community to understand requirements, facilitate discussions, and help shape coalition information sharing activities and architectures.
• Coordinates with FVEYs partners, NATO HQ, NGA international office, USD(I), DCGS Services Joint Staff and other offices/organizations necessary to ensure information is being shared, Mission Needs understood, and projects coordinated.
• Ensures that coalition participation in US limited objective events and other events are being considered, coalition exercise objectives are represented in the events, and assist in resolving any issues.
• Performs end-to-end thread analysis in support of BICES integration efforts.
• Prepares documentation, as needed, to update and inform stakeholders, including NGA, USD(I), DCGS Governance Board, and International Partners of current status of joint capabilities, as well as potential new capabilities.
• Keeps Government and TDP Enterprise Interoperability Project leadership apprised of implementation status.

Required:

• BS in Engineering, CS, Info Systems, Math, or related scientific or technical discipline. BA degree with equivalent technical experience may be substituted.
• TS/SCI clearance with CI Polygraph
• IT SE&I, architecture, analysis, capabilities implementation, process experience.
• SE&I experience working with NSG/NGA or Mission Partner systems/segments.
• Experience dealing with high level national and international, DoD, and Intelligence Community Partners in determining Mission Needs.
• Experience with the US and Coalition partner tactical ISR requirements management and collection management processes and systems.
• Experience with the DCGS, DIB, DDF, BICES, and DI2E
• Demonstrated experience with cross-domain file transfer solutions.
• Demonstrated experience with GEOINT data disclosure and release policies.

Desired:

• Tactical ISR TCPED SLC (FMV, WAPS/WAS, MTI, ABI, SOM exploitation) experience.
• NSG Expeditionary Architecture, ISR Task Force, manned/unmanned ISR op experience.
• Project Management / Team Leadership experience.
